Job Description:
SUMMARYUnder the direction of assigned supervisor in the
Information and Communications Technology (ICT) Unit will perform a
variety of specialized activities involved in the collection and
analysis of data information. The position will join the team
leading to the development of innovative solutions within the
imperial County Public Health Department data environment to
enhance interoperability of our data systems and data migration,
integration of solutions within the county, and local partners to
improve surveillance of COVID-19.Must submit a resume with the

accommodation).ESSENTIAL FUNCTIONSDesign workflows and processes
for automating data management and quality assurance across
multiple data environments.Collaborate with CDPH COVID19 response
teams including surveillance/epidemiology, outbreak investigations,
contact tracing, policy makers, information technology, and
leadership to enhance and/or obtain systems for storing, analyzing,
reporting, and sharing COVID19-related data.Develop and implement
procedures to ensure data integrity, security, and confidentiality
of public health data. Understand industry best practices,
stakeholder needs, and future directions to ensure CDPH remains in
compliance.Lead and manage the development of datasets, data
visualizations, dashboard, data access, and reporting applications
and written reports.Conceptualize, coordinate, and produce internal
reports and public-facing materials (e.g. tables and
visualizations) that describe/interpret epidemiologic analysis that
influence COVID-19 control and prevention policy.Collaborate
effectively with team members.NON-ESSENTIAL FUNCTIONSPerforms other
duties as required or assignedJOB QUALIFICATIONSMust be able to
communicate effectively in English (both oral and written) in
dealing with the public, vendors, and employees.Possesses
analytical and problem-solving skills.Demonstrate reliability,
integrity, and attention to detail.Experience in
designing/engineering data workflows and processes for automating
ETL, data cleaning, and data quality assessments from structured
and unstructured data sources.High level analytical and
problem-solving skills.Demonstrated ability to effectively
communicate orally and in writing with public health and healthcare
professionals as well as internal partners.Knowledge and
application of security and confidentiality requirements for
reportable disease/public health surveillance data and protection
of public health information.Ability to prioritize and manage
multiple tasks and work well independently and with a team. Strong
programming and informatics skills (R, SQL, Python or similar
programming language). (Preferred)Knowledge of fundamentals and
principles of epidemiology, biostatistics, and public health.
(Preferred)Education/Experience College level course work and
Certifications in computer science, software development,
multimedia design, or related field,
preferred.Certificates/Licenses/ClearancesA valid California
driver''s license, proof of vehicle insurance, and reliable
transportation or the ability to utilize an alternative method of
transportation when needed to carry out job-related essential
