City of El Centro EMPLOYMENT OPPORTUNITY Economic Development Manager Salary:-- $5,748 / month / G17, Step 1 Filing Deadline:-- 5:00 PM, Wednesday, July 3, 2019 -- Position Summary: Under general supervision, researches and prepares grant proposals and submits performance reports for existing grant programs; prepares public information releases; completes special projects; directs, plans, organizes, and coordinates economic development, housing, redevelopment and community development projects and programs; and performs related responsibilities as required. -- Reporting Relationships: This is an exempt position that reports directly to the Community Services Director from whom he/she receives general policy direction. The incumbent participates as a member of the City's executive team.-- The position also supervises technical and clerical staff who assist this position in administering grants and projects. -- Essential Job Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledges, skills and other characteristics.-- The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities.-- Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. -- Researches and identifies economic development and redevelopment opportunities involving commercial, industrial, mixed-use, infrastructure, and housing improvements.Promotes interest in economic development and redevelopment projects and local employment through contacts with existing and potential businesses within and outside of the City.Develops and coordinates the completion of loan packages and grant applications for financing projects.Acts as agent on behalf of the City and the Successor Agency to the Redevelopment Agency with real estate transactions, including acquisition, disposition and/or leasing of property.Administers state and federal grants and prepares budget and activity reports for various agencies.Assists the Successor Agency to the Redevelopment Agency Executive Director in managing redevelopment and economic development activities and programs.Prepares, coordinates and arranges for the typing, printing and distribution of the City newsletter and related County relations correspondence.---------------- Researches, types and prepares memos, correspondence, reports and public presentation materials.---------------- Meets with City Manager, Community Services Director and department heads to discuss the status of various projects, assignments and requests.---------------- Assembles, organizes and researches information for special projects. -- Coordinates projects with staff, other departmental representatives, businesses and governmental agencies.Trains, supervises, evaluates and directs staff assigned to assist the Community Services Director with various projects.Prepares and administers department budget and monitors expenditure variances and project timelines in accordance with development agreements and grants applications.Conducts or reviews special studies and presents recommendations to executive management, City Council, Successor Agency to the Redevelopment Agency, and other private and governmental organizations governing program opportunities.Attends and makes presentations at project, staff and executive meetings.Provides policy guidance and professional opinions to the City Manager, Community Services Director, City Council, Successor Agency to the Redevelopment Agency, and various agencies, boards, commissions and committees. -- Qualification Guidelines -- Education/Experience/Training: -- REQUIRED: Equivalent to attainment of a Bachelor's degree in Public Administration, Finance or a related field.--Five (5) or more years of experience in managing and coordinating economic development or redevelopment projects or programs, including at least three (3) years of experience in a supervisory capacity.Possession of a valid Class C California driver's license and an acceptable driving record.-- -- DESIRABLE:-- Course work or training in grant proposal writing and reports preparation.-- -- Required Knowledge, Skills and Abilities Knowledge of principles and practices of economic development, housing, community development and redevelopment.Knowledge of grants administration, municipal budgeting, and public and private project financing methods.Knowledge of state and federal regulations and grants requirements.Knowledge of project organization and management; supervisory methods and techniques.Skill in the operation of a computer terminal and apply word processing, data base and spreadsheet software programs.--Ability to plan, organize, coordinate and direct economic and community development projects and grants programs in accordance with departmental goals and objectives.Ability to identify funding sources for economic development, housing and community development and redevelopment projects.Ability to prepare, evaluate and present grant applications, administrative reports and studies to executive bodies and governmental agencies.Ability to prepare budget projections and analyze financial packages and grant requirements.Ability to communicate effectively, orally or in writing.Ability to establish and maintain effective relationships with subordinates, departmental representatives, management, executives, public officials, private representatives and the general public.-- -- -- -- Environmental Factors and Conditions/Physical Requirements: ---------------- Work is routinely performed in office environments with minimal exposure to inclement weather, and varying temperatures.------------------ Required to sit, stand or walk for extended periods.---------------- Required to use hands to finger, handle, grip, grasp or feel objects.---------------- Required to hear and speak to exchange information in person or on the telephone.---------------- Required to communicate verbally and in writing.---------------- Required to interact with a avariety of people.---------------- May be required to bend, stoop, kneel, crawl and crouch.---------------- May occasionally lift and/or move up to 25 pounds. -- Equipment and Tools Utilized:-- ---------------- Personal computer, copier, fax and other standard office equipment -- Special Requirements: Attend City Council and other redevelopment, planning and information briefings and to travel out-of-town as needed to attend professional meetings and workshops.-- -- ---- APPLICATION: Apply by completing a City of El Centro Employment Application and returning it to the City of El Centro Human Resources Department, 1275 Main Street, El Centro, CA 92243.
