County of Imperial-- is looking for qualified applicants for the following position: -- AIR POLLUTION CONTROL ENGINEER I BASIC FUNCTION: Under the direction of the Air Pollution Control Division Manager, perform the less complex professional engineering reviews of emission sources to determine emission levels and compliance with established requirements; review, evaluate and provide recommendations concerning applications for permits to construct and operate; interpret and evaluate emission inventory plans and reports. DISTINGUISHING CHARACTERISTICS: Air Pollution Control Engineer I is the entry level class in this professional series. Initially under close supervision, incumbents perform a variety of routine air quality engineering duties while learning District policies and procedures. As experience is gained, incumbents perform increasingly more diverse and complex duties requiring independent judgment. This class is distinguished from Air Pollution Control Engineer II in that the latter is the full journey level. REPRESENTATIVE DUTIES: Perform the less complex professional engineering reviews of emission sources to determine emission levels and compliance with established requirements; conduct engineering inspections of new and existing sources and evaluate effectiveness of control equipment; identify and determine appropriate response to air pollution violations. Review and evaluate the less complex applications for permits to construct and operate; perform engineering evaluations of estimated emissions; calculate estimated emissions by utilizing engineering formulas, physics, math, thermodynamics, chemistry and emission factors; recommend approval or denial of applications for Authority to Construct and Permit to Operate; calculate and determine fees. Serve as a technical resource to private industry regarding compliance with and requirements related to air pollution regulations, standards, type and kind of approved equipment, and regulation and compliance time lines; respond to inquiries and provide detailed and technical information; communicate by telephone, correspondence or in person. Interpret and evaluate emission inventory plans and reports; review and perform engineering evaluations of industry information; estimate air pollution levels by analyzing various factors such as detailed process of proposed plants, engineering designs, equipment, installations and diagrams. Monitor pollutants from stationary sources using monitoring equipment to determine compliance with air pollution control district regulations. Review, update and maintain current file of State and federal requirements regarding air pollution regulations such as new pollution standards for various sources. Provide and explain information to other APCD divisions regarding impact of violations, permit conditions, and emission factors and rates; confer with representatives of other air pollution control districts regarding industrial processes and control systems; act as an expert witness as requested. Support the development of plan strategy mandated by the Clean Air Act by developing a detailed analysis of air quality impact and actions needed to maintain federal and State air quality standards. Evaluate new sources of pollution from data supplied by the source, by using engineering formulas, physics, math, thermodynamics and chemistry for presentation to the Air Resources Board, Environmental Protection Agency or Hearing Board, prepare comments concerning probable impact of new sources of land use to the Planning Department regarding air quality.-- Utilize CARB and EPA-approved methods and models to evaluate downwind impact and air pollution concentrations and measure potential downwind air pollution from new and existing sources. Compile information and prepare and maintain a variety of records, reports and files related to air pollution, compliance, applications and assigned activities; assist with the preparation of staff reports for presentations to the Hearing Board. Determine compliance with regulations and provide recommendations for action to determine necessary legal actions or hearings. Operate a variety of office equipment including a computer and assigned software; utilize a variety of specialized testing instruments and equipment; drive a vehicle to conduct work. Coordinate source testing activities and observe source tests; review source test reports and determine compliance. Attend and participate in various meetings; prepare and deliver oral presentations to various industry, advisory and policy-making groups concerning air pollution and assigned functions; attend various workshops regarding air pollution control and related technology. KNOWLEDGE OF: Engineering including mechanics, thermodynamics, mass rates, flow velocity, concentration, temperatures and equation. Engineering methods and procedures. Principles and practices of chemical, mechanical and environmental engineering. Local, State and federal rules and regulations concerning air-pollution. Laws, rules and regulations, such as the Clean Air Act, Prevention of Significant Deterioration and New Source Review Rule. Toxic air contaminants and health risk assessment procedures. Chemicals, source test chemicals and related formulas and names. Analytical research techniques. Installation and use of stack source monitoring equipment. Basic electrical knowledge. Oral and written communication skills. Interpersonal skills using tact, patience and courtesy. Operation of a computer and assigned software. Record-keeping and report preparation techniques. ABILITY TO: Learn to perform professional engineering reviews of emission sources to determine emission levels and compliance with established requirements. Learn to provide engineering and regulatory support related to the enforcement of air pollution laws and regulations. Learn to review, evaluate and provide recommendations concerning applications for permits. Learn to interpret and evaluate emission inventory plans and reports. Learn to serve as a technical resource to private industry regarding compliance with and requirements related to air pollution regulations, standards, type and kind of approved equipment, and related time lines. Learn to interpret and analyze processes and equipment blueprints and specifications. Learn to conduct rule-specific inspections of air pollution sources and investigations to assure compliance with air quality standards. Analyze engineering problems and recommend solutions. Operate specialized test and other equipment. Interpret, apply and explain rules, regulations, requirements and restrictions. Identify type and amount of toxic air contaminant emissions. Analyze situations accurately and adopt an effective course of action. Work independently with little direction. Meet schedules and time lines. Operate a computer and assigned software. Maintain records and prepare reports. Establish and maintain cooperative and effective working relationships with others. Communicate effectively both orally and in writing. EDUCATION AND EXPERIENCE: Bachelor's degree in chemical, mechanical, metallurgical, petroleum, industrial, or environmental engineering field. LICENSES AND OTHER REQUIREMENTS: Valid California driver's license. Incumbents must obtain a valid Visible Emissions Evaluation certificate in a designated period of time.
